What is it?

Misrepresenting someone's argument to make it easier to attack.

Why is it bad?

By exaggerating, misrepresenting, or just completely fabricating someone's message in chat, it's much easier to present your own take as being reasonable. This kind of dishonesty serves to undermine honest debate in general channels and often leads to unnecessary mod intervention.
