The Explanation
Rather than convincing voters or opponents of the merits of a bill, a political leader might threaten to withhold federal funding, gerrymander districts, or use executive orders to punish dissenters.
Political Example
If the senator doesn't vote for this infrastructure bill, I will personally ensure all federal grants for his state's highway projects are frozen indefinitely.
