Moving the goalposts to create exceptions when a political claim is shown to be false.

The Explanation

Rather than admit a policy failed or a promise was broken, politicians will invent new criteria or excuses to justify why they shouldn't be held accountable.

Political Example

The candidate promised to balance the budget in one year. When the deficit actually increased, she claimed her promise didn't apply because it was a 'leap year with unusual lunar activity.'
